Answer to my first question.

Is death penalty not only applied to murderers but also rapists and thieves?

In Japan.

Death penalty is of course applied to murder.

Rapists do not get death penalty unless they kill the person on purpose.

If they didn't kill the victim on purpose ( such a case when the victim suicide ) they do not get death penalty, the worst punishment they get is imprisonment for life.

If the victim didn’t even get hurt physically, they only get 3 years to 30 years in prison.

About thieves.

If the thief hurt the victim, he (or she) gets lifelong or more than 6 years in prison.

If the victim is murdered, he (or she) gets death penalty or imprisonment for life.
